Closing the Gap in Specialized Care and Reversing Medical Referral Outflows

Status: Concept/Pre-Feasibility | Location: Mombasa County (Targeting South Coast Corridor) | Sponsor: EDIC & Partners

THE OPPORTUNITY: ADDRESSING THE “MISSING MIDDLE” IN HEALTHCARE

Mombasa County serves as the medical hub for the coastal region (pop. ~1.2M+), yet the market suffers from a critical shortage of high-quality private care. Currently, only three Tier 4 private hospitals (Aga Khan, Mombasa Hospital, Premier) operate in the city, frequently running at full capacity in ICU and High Dependency Units.

Crucially, there is a significant gap in specialized services—specifically oncology, cardiology, dialysis, and high-risk maternity—forcing residents to seek costly referrals in Nairobi or overseas (India). Additionally, the South Coast (Likoni-Diani corridor) lacks a major full-service private facility entirely, despite a growing middle class, a resurgence in tourism, and expanding expatriate residential developments.

THE SOLUTION: A MODERN SPECIALIST HOSPITAL

The project proposes the development of a modern 150-200 bed Specialist Medical Centre designed to international standards.

The facility will function as a center of excellence for undersupplied specialties, including Oncology, Dialysis, Day Surgery, and Rehabilitation. It will operate on a sustainable private-sector model, catering to private insurance holders (e.g., Minet, Jubilee), employer-sponsored schemes, and the upper-middle-income cash market, while strategically integrating with the Social Health Insurance Fund (SHIF) for specific accredited services.

Investment models being explored include facilitating a greenfield entry for a Nairobi-based hospital group seeking expansion or a structured Public-Private Partnership (PPP) utilizing County land incentives to reduce upfront costs.

DEVELOPMENT IMPACT
  • Access to Care: Reverses medical tourism outflows by providing world-class specialized care locally, reducing the burden on overstretched public facilities like Coast General Teaching and Referral Hospital.
  • Economic Resilience: Creates high-quality clinical and administrative jobs and positions Mombasa as a regional hub for medical tourism.
  • Inclusivity: Expands access to critical life-saving services (e.g., dialysis, advanced diagnostics) to underserved geographies like the South Coast, reducing travel time and cost for patients.
  • Health Security: Strengthens the region’s health infrastructure resilience against future shocks by diversifying the high-acuity bed capacity.

THE ASK: CATALYTIC FUNDING FOR BANKABILITY

We are seeking USD $150,000 – $250,000 in catalytic funding to conduct a detailed feasibility study. This funding will cover demand validation surveys, site selection analysis (South vs. North Coast), preliminary architectural schematics, and financial modelling. This work is essential to de-risk the opportunity and secure binding interest from targeted hospital operators and investors.
