Bridging the Gap to Operationalize Kenya’s Premier Industrial Hub

Status: Implementation & Financing | Location: Dongo Kundu / Miritini (Bonje) | Sponsor: Mombasa County & National Govt

THE OPPORTUNITY: UNLOCKING A STRANDED INDUSTRIAL ASSET

The Dongo Kundu Special Economic Zone (SEZ), specifically the 569-acre Mombasa Industrial Park (MIP), represents the region’s most significant opportunity to attract FDI in manufacturing (textiles, automotive, pharmaceuticals). While the site has been gazetted and feasibility studies completed, its activation is critically delayed by a “last-mile” infrastructure gap. Currently, the site lacks essential off-site connections to the national grid, water network, and road system. Specifically, the zone is isolated from the Southern Bypass interchange, making it inaccessible for heavy logistics. Without immediate intervention to bridge this gap, the project risks becoming a white elephant, with investors already scouting alternative sites in Tanzania and Naivasha due to the delay in site readiness.

THE SOLUTION: "PLUG-AND-PLAY" ENABLING WORKS

The project focuses on the urgent financing and construction of the critical enabling infrastructure required to make the SEZ “investor-ready.” The priority intervention is the fast-tracking of a 2-kilometer access road linking the Southern Bypass interchange (at Bonje) to the SEZ boundary and traversing the site.

  • Scope: Construction of the 2km heavy-duty access road, installation of bulk water connections, and extension of high-voltage power transmission lines to the site boundary.
  • Strategy: Mobilizing Concessional Loans or Public Grants to fund these public goods, ensuring that private tenants are not burdened with off-site infrastructure costs.

Coordination: A joint execution framework between the County Government, KeNHA (Roads), and the Ministry of Transport to expedite delivery.

DEVELOPMENT IMPACT
  • Investment Activation: Directly unlocks the ~$350 Million in projected private investment for the Industrial Park by granting physical access to the site.
  • Job Creation: Enables the creation of over 10,000 direct jobs in manufacturing and logistics once tenants can break ground.
  • Synergy Realization: Serves as the critical enabler for other EDIC pipeline projects, specifically the Tea Common User Facility, which requires an operational SEZ ecosystem to function.
  • Export Growth: Facilitates an estimated $300 Million in annual exports over the next 30 years by integrating the zone with the Port and SGR.

THE ASK: CONCESSIONAL FINANCING FOR CIVIL WORKS

We are seeking Public Grants or Concessional Financing (Amount TBD based on final Bills of Quantities) to immediately fund the civil works for the 2km Northern Bypass Link and associated utilities.

Immediate preparatory support is required to:

  1. Engineering Design: Finalize detailed engineering for the road link and utility corridors.
  2. Resettlement Action Plan (RAP): Manage any minor wayleave acquisitions for the road reserve.
  3. Inter-Agency Agreement: Structure the execution agreement between Mombasa County and National Agencies (KeNHA/KPLC) to ensure rapid procurement and delivery.
